Portugal has a relatively small Muslim population compared with several other Western European countries. The 2021 census recorded about 36,480 people identifying as Muslim, representing around 0.42% of the population aged 15 and over.

Community estimates are higher. The U.S. Department of State reported an estimate of around 60,000 Muslims. Academic research has noted estimates ranging from roughly 36,000 to 100,000, showing the uncertainty around the exact size of the community.

Portugal's Muslim population has connections to several parts of the world. The Islamic Community of Lisbon describes its community as including people from Mozambique, Guinea-Bissau, India, Pakistan, Bangladesh and the Arab world.

A closer look

A Diverse Muslim Community

Muslims in Portugal come from different backgrounds, and this is particularly visible in Lisbon. Some Portuguese Muslims have family roots in former Portuguese territories such as Mozambique and Guinea-Bissau.

Other communities have roots in South Asia, including Bangladesh, Pakistan and India. There are also Muslims from Arab countries, North Africa, other European countries, and Portuguese converts. For marriage, this diversity can be important.

City context

Islam in Lisbon

Lisbon is the most important center of organized Muslim life in Portugal. The Islamic Community of Lisbon, founded in 1968, is one of the country's main Muslim institutions. Its headquarters are at the Central Mosque of Lisbon, which opened in 1985.

Lisbon is also home to Muslim communities from South Asia, particularly around the Mouraria and Martim Moniz areas. Mouraria has developed a visible South Asian Muslim presence, including communities from Bangladesh, Pakistan, India and Nepal.

Muslim communities and prayer spaces can also be found in other Portuguese cities and towns.

Muslim Marriage Law and Customs in Portugal

Portugal recognizes marriage as a legal relationship between two people. A marriage is legally valid when it is registered in the Portuguese civil registry. Couples generally need to be at least 18 years old.

Portugal also allows marriage in a religious form. The Religious Freedom Act provides that a religious marriage performed by an authorized religious minister of a religious community established in Portugal can have civil effects.

However, a private Nikah performed by an imam does not automatically mean the couple has completed a legally recognized Portuguese marriage. For a Muslim religious marriage to have civil effects, it must be performed through the legal religious-marriage framework.

Foreign couples can also marry in Portugal, although additional documentation may be required depending on their nationality.

Rules can change. Always confirm the current marriage requirements with the relevant Portuguese civil registry before making plans.

Preferences matter

What Makes Muslim Marriage in Portugal Different?

Portugal has a smaller Muslim population than countries such as Germany, France or Belgium, but its community is quite diverse. One distinctive feature is the connection between Portugal's Muslim population and Portuguese-speaking parts of the world. Some may prefer:

  • A spouse who was born in Portugal
  • Someone from a similar cultural or ethnic background
  • Someone who speaks Portuguese
  • Someone who also speaks Arabic, Bengali, Urdu or another community language
  • Someone who is practising
  • Someone who is open to marrying a convert
  • Someone already living in Lisbon or another Portuguese city
  • Someone willing to relocate within Portugal
  • Someone willing to relocate internationally

These preferences are personal and can differ significantly from one person to another. A serious matching process therefore needs to consider compatibility rather than matching people simply because they are both Muslim.

Immigration

Bringing a Spouse to Portugal

Portugal has a family reunification system for foreign residents. A person who legally lives in Portugal with a residence permit can generally apply for family reunification for a spouse. The marriage must be legally valid and recognized under Portuguese law.

For family reunification, AIMA describes the reference calculation as 100% of the minimum monthly wage for the first adult, 50% for the second adult, and 30% for each dependent child.

Once the family member has a valid Portuguese residence authorization, they have the right to work as an employee or independently without needing a separate authorization.
