Latvia has a relatively small Muslim community compared with many other European countries. There is no official census that provides a complete count of Muslims living in Latvia.

The U.S. Department of State's 2023 report cited an estimate from the Muslim community of approximately 1,000 Muslims resident in Latvia. In contrast, the Ministry of Justice's religious-organization statistics recorded 224 active members across 10 Muslim congregations.

Religious-organization membership does not necessarily include every person who identifies as Muslim. The available estimates vary considerably.

The community includes people from different ethnic and national backgrounds, including immigrants, foreign students, converts and families who have lived in Latvia for several generations.

Riga is the natural focus for Muslim life in Latvia because it is the country's largest city and the main center for many of its international communities. Latvia's Muslim religious organizations include congregations based in Riga.

Riga is also home to international students, foreign workers and immigrants from many different countries. This makes the city's Muslim community more internationally diverse than the size of the overall Muslim population might suggest.

Because Latvia's Muslim population is relatively small, it is better not to describe specific Riga neighborhoods as "Muslim districts." Muslim individuals and families can also live elsewhere in the country.

Muslim Marriage Law and Customs in Latvia

Latvian law recognizes marriages performed by a civil registry official and, under specific conditions, by clergy belonging to certain religious denominations. The Civil Law specifically lists Evangelical Lutheran, Roman Catholic, Orthodox and several other denominations — Islam is not included in this list.

A private Nikah performed by an imam should not be assumed to be a legally valid Latvian marriage. If a Muslim couple wants a marriage that has legal status under Latvian law, they should use the Latvian civil marriage procedure.

A couple can still have a Nikah or other Islamic marriage ceremony as a religious or family event, but it should be kept legally distinct from the civil marriage.

The standard state fee for registering a marriage is currently €14. Marriage is normally concluded no earlier than one month and no later than six months after the required application and documents have been submitted.

Rules can change. Always confirm the current marriage requirements with the relevant Latvian civil registry office before making plans.

What Makes Muslim Marriage in Latvia Different?

The main difference is the relatively small size of Latvia's Muslim population and the country's specific rules on religious marriage. Unlike some European countries, Latvian law does not give Muslim religious communities authority to perform legally valid marriages. Some may prefer:

  • A spouse who was born in Latvia
  • Someone from a similar cultural or ethnic background
  • Someone who speaks Latvian
  • Someone who also speaks Russian, Arabic or another community language
  • Someone who is practising
  • Someone who is open to marrying a convert
  • Someone already living in Riga
  • Someone willing to relocate within Latvia
  • Someone willing to relocate internationally

These preferences are personal and can differ significantly from one person to another. A serious matching process therefore needs to consider compatibility rather than matching people simply because they are both Muslim.

Immigration

Bringing a Spouse to Latvia

Latvia provides residence routes for foreign spouses of Latvian citizens and certain other residents. A foreign spouse can apply for a residence permit based on family reunification through the Office of Citizenship and Migration Affairs (OCMA).

The Latvian government currently lists €500 per month for an adult as the standard subsistence amount in the relevant family-unification guidance, with additional amounts for accompanying children.

For the spouse of a Latvian citizen, the normal sequence is: first application for one year, second for four years, and then permanent residence. Marriage to a Latvian citizen does not automatically give the foreign spouse Latvian citizenship.
